PUBLIC CONSULTATION ON THE BALANCING FEE FOR NEUTRALITY PURPOSES, THE VALUES OF SMALL ADJUSTMENTS AND THE INCENTIVIZING FACTOR* 2024

In accordance with decision (B) 150903-CDC-656G / 29 of the CREG and ILR regulation E15 / 38 / ILR on the methods of recovering the operating costs of the balancing activity in the Belux zone, Balansys S.A. is launching a public consultation on a new tariff proposal for the year 2024.

On the basis of the comments received during this consultation procedure organized by Balansys, a tariff proposal will be submitted for approval to the Luxembourg Regulatory Institute (ILR) and the Electricity and Gas Regulatory Commission (CREG).

This tariff proposal will, subject to approval by ILR and CREG, take into account your remarks and comments. The new integrated market balancing tariffs will, as specified in chapter 7 of European regulation n ° 312/2014 relating to the establishment of a network code on balancing respect neutrality principles.

As from 27 January until 01 March 2021, participate in the market consultation of Balansys, which is consulting the market on its regulatory documents.

This tariff proposal will, subject to approval by ILR and CREG, take into account your remarks and comments. The new integrated market balancing tariffs will consist, as specified in chapter 7 of European regulation n ° 312/2014 relating to the establishment of a network code on balancing, a neutrality charge and small adjustments.

PUBLIC CONSULTATION REGARDING THE CHANGES IN THE BALANSYS REGULATORY DOCUMENTS

As from 12 November until 11 December 2019, participate in the market consultation of Balansys, which is consulting the market on its regulatory documents with the aim to extend the balancing activities to the whole BeLux market area.

The Luxembourgish Transmission System Operator (TSO) Creos Luxembourg and the Belgian TSO Fluxys Belgium and their respective regulators, ILR (“Institut Luxembourgeois de Régulation”) and CREG (“Commission pour la Régulation de l’Electricité et du Gaz”), have been working together since 2015  to integrate their national H-gas markets.

With the approval of the compliance program by ACER on the 16th of October this year, a major milestone for Balansys to take over the balancing activities for the whole BeLux market area has been achieved. Before starting operations, the regulatory documents need to be submitted for approval by Balansys to the NRA’s in both countries after consultation.

CONSULTATION PUBLIQUE SUR LA REDEVANCE D’ÉQUILIBRAGE À DES FINS DE NEUTRALITÉ ET DES VALEURS DES PETITS AJUSTEMENTS

Conformément à la décision (B) 150903-CDC-656G/29 de la CREG et au règlement E15/38/ILR de l’ILR portant sur les modalités de recouvrement des frais de fonctionnement de l’activité d’équilibrage dans la zone Belux, Fluxys Belgium a lancé  en étroite collaboration avec Balansys S.A. une consultation publique relative à une nouvelle proposition tarifaire pour l’exercice 2020. Sur base des commentaires reçus lors de cette procédure de consultation organisée par les coordinateurs d’équilibrage de la zone Belux, une proposition tarifaire sera introduite pour approbation auprès de l’Institut Luxembourgeois de Régulation (ILR) et de la Commission de Régulation de l’Electricité et du Gaz (CREG).

Cette proposition tarifaire tiendra, sous réserve de l’approbation par l’ILR et la CREG, compte de vos remarques et commentaires. Les nouveaux tarifs d’équilibrage du marché intégré se composeront,  tel que spécifié au chapitre 7 du règlement européen n°312/2014 relatif à l’établissement d’un code de réseau sur l’équilibrage, d’une charge de neutralité et de petits ajustements.

Balansys S.A. invite toutes les parties intéressées à adresser leurs commentaires et réactions au plus tard jusqu’au 6 septembre 2019 à Fluxys Belgium.

PUBLIC CONSULTATION REGARDING THE BALANSYS COMPLIANCE PROGRAMME

​​​​​The Agency for the Cooperation of Energy Regulators (“the Agency”) invites third parties to submit their views with respect to the Agency’s proceeding to decide on the compliance programme, which has been submitted to the Agency by Balansys S.A. (“Balansys”) according to the Directive of 2009 on common rules for the internal market in natural gas.

Introduction d’une charge de neutralité à partir du 1ier janvier 2017

Suite à une consultation du marché organisée du 7 au 27 septembre 2016 portant sur les tarifs d’équilibrage du marché intégré BeLux et la demande d’approbation de Balansys S.A. introduite en date du 28 novembre 2016, l’autorité de régulation ILR a approuvé le 6 décembre 2016 la redevance d’équilibrage à des fins de neutralité et les valeurs d’ajustement pour la période tarifaire du 1er janvier 2017 jusqu’au 31 décembre 2017.

Cette décision a été prise conformément au règlement E15/38/ILR du 28 août 2015 portant sur les modalités de recouvrement des frais de fonctionnement du coordinateur d’équilibre.

La charge de neutralité facturée par Balansys S.A. sur base des allocations provisoires en énergie au niveau des sorties domestiques à Luxembourg, vise à neutraliser les écarts entre les coûts et le solde des achats/ventes pour l’équilibrage commercial du marché intégré.

Intégration réussie des marchés gaziers luxembourgeois et belge : une première en Europe

Luxembourg-Ville – Bruxelles, le 1er octobre 2015 – Fluxys Belgium et Creos Luxembourg sont fières d’annoncer le lancement réussi de la toute première intégration de marchés gaziers entre deux Etats membres de l’Union européenne : le Grand-Duché de Luxembourg et la Belgique.
